Williams' <br /> Cc: 'Garth Williams' <br /> Subject: RE: Follow Up Williams Tank Lines <br /> Sarah, <br /> Upon review of the documents sent in for return to compliance I was able to close all but three of the violations. <br /> Violations#614–failed to train personnel on discharge prevention and violation#616 failed to schedule an conduct <br /> discharge prevention briefings at least annually remain open.The reason for this is that a Hazmat, Spill Awareness and <br /> Safety Training sign in sheet and Hazmat/Spill Response Tests were sent in as a return to compliance. Based on the <br /> question on the tests,the training does not completely cover the requirements of the SPCC required training or <br /> briefings. Regulations state that "At a minimum,train your oil-handling personnel in the operation and maintenance of <br /> equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws,rules, and regulations; <br /> general facility operations; and,the contents of the facility SPCC Plan." and requirements for the briefings are as follows <br /> "Schedule and conduct discharge prevention briefings for your oil-handling personnel at least once a year to assure <br /> adequate understanding of the SPCC Plan for that facility. Such briefings must highlight and describe known <br /> discharges.... or failures,malfunctioning components, and any recently developed precautionary measures." <br /> Violation#717 could not be closed.The violation is for failing to regularly test liquid level sensing devices to ensure <br /> proper operation.The violation states that testing on liquid level sensing devices were last inspected in 2012.The SPCC <br /> plan also lacked the required procedures and frequency for testing.The return to compliance was statement and picture <br /> of the installation of a liquid level device. <br /> Since the facility is due for an inspection, I will try to make it out this week or next to review the SPCC plan and its <br /> implementation.
