The totes and <br /> drums are not addressed in the SPCC plan. It was stated by facility personnel that the totes and drums my be there <br /> for up to a week before they can be relocated into the warehouse area. There were more than 20 totes and drums <br /> that contained APSA regulated product. The Spill Prevention, Control, and Countermeasure (SPCC) Plan must be <br /> amended when there is a change in the facility design, construction, operation, or maintenance that materially affects <br /> its potential for a discharge, within 6 months of the change, and implemented as soon as possible, not later than 6 <br /> months following preparation of the amendment. Immediately make all necessary amendments to the SPCC Plan to <br /> accurately represent the procedures and policies currently in place at the facility. <br /> This is a repeat violation, Class II. <br /> 604 CFR 112.7(a)(3)(i) Plan failed to include oil type and storage capacity for each container. <br /> An estimate of the potential number of mobile or portable containers or the type of oil and storage capacity for each <br /> mobile or portable container was not discussed. Discuss in your plan the type of oil in each fixed container and its <br /> storage capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each <br /> container or provide an estimate of the potential number of mobile or portable containers, the types of oil, and <br /> anticipated storage capacities. The SPCC plan should include a discussion on the number of portable or mobile <br /> containers. <br /> This is a minor violation. <br /> 612 CFR 112.7(c) Plan failed to include secondary containment, diversionary structures, or equip to prevent discharge. <br /> Secondary containment for the 12,000 gallon diesel tank not discussed in the SPCC plan. Afacility shall provide <br /> appropriate containment and/or diversionary structures or equipment to prevent a discharge. The entire containment <br /> system, including walls and floor, must be capable of containing oil and must be constructed so that any discharge <br /> from a primary containment system will not escape the containment system before cleanup occurs.
