SECTION 1.0: INTRODUCTION <br /> The following technical amendment of the Spill Prevention, Control, and Countermeasure (SPCC) <br /> Plan dated March 3, 2011 for the Leggett & Platt, Inc. facility located at 2015 North MacArthur <br /> Drive, Tracy, California has been completed pursuant to 40 CFR 112.5(a). The SPCC Plan technical <br /> amendment addresses issues identified in the March 15, 2019 Official Notice of Inspection from the <br /> San Joaquin County Department of Environmental Health and issues identified during a facility site <br /> visit by NES on May 15, 2019. <br /> This technical amendment has been prepared in accordance with 40 CFR 112.5(a) to address <br /> changes at the facility that could materially affect the facility's potential for a discharge. The <br /> technical amendment includes the following items: <br /> 1. Removes references in the SPCC Plan that identified the environmental equivalence provisions <br /> in §112.7(a)(2)to deviate from the integrity testing requirements of§112.8(c)(6). <br /> 2. Updates and expands facility AST inspection and testing requirements consistent with industry <br /> standards, including new inspection checklist forms. <br /> 3. Changes the AST designation for the five 350-gallon carpet dye totes from "oil-filled <br /> manufacturing equipment"to "bulk storage containers". <br /> 4. Updates the facility oil storage container inventory. <br /> 5. Updates the applicable facility diagrams to include new portable storage container locations <br /> and other required information per 40 CFR 112.7(a)(3). <br /> 6. Amends the SPCC Plan to accurately represent conditions, procedures, and policies currently <br /> in place at the facility. <br /> 7. Identifies corrective actions necessary for SPCC rule compliance, including sized secondary <br /> containment for portable containers, overfill prevention equipment, AST venting, <br /> signage/labels, and spill equipment. <br /> The detailed description of the amendment is provided in Plan Amendment Section 2.0 below. This <br /> amendment, along with the recommendations in Plan Amendment Section 3.0, must be <br /> implemented as soon as possible, but no later than 6 months from the date of the amendment. As <br /> required under 40 CFR 112.5(c), this amendment has been reviewed and certified by a Professional <br /> Engineer (see Plan Amendment Section 4.0). This amendment revises only those portions of the <br /> facility SPCC Plan dated March 3, 2011 as identified herein. File this amendment at the beginning <br /> of the SPCC Plan. <br /> This Plan Amendment revision has been noted on the SPCC Plan Amendment Log, included in <br /> Attachment F.
