Garrett Backus [EH]
From: Garrett Backus [EH]
Sent: Wednesday, March 25, 2009 3:47 PM
To: 'Bratzo Basagoitia (basabm@bp.com)'
Subject: 3212 California Street, Stockton
Contacts: Bratzo Basagoitia
Hi Bratzo,
I received the 3212 California Street station testing results from the EVR upgrade and attached cover letter which
indicates that the March 6, 2009 test results will be used as the annual monitoring certification.
As I have indicated previously to Gettler Ryan, the March 6, 2009 testing results will not be accepted by the
Environmental Health Department(EHD) as the annual monitoring system certification. Gettler Ryan scheduled
the March 6, 2009 inspection for the post EVR upgrade testing only. Gettler Ryan did not indicate to me that the
testing would be for the annual monitoring system certification, as is required.
Schedule and complete the annual monitoring system certification testing before 6/1/09 to keep the station in
compliance.
In addition, the March 6, 09 test results indicate that Chris San Nicolas tested the Red Jacket CPT line leak
detectors. Records indicate that Chris does not have the training certification to test CPT leak detectors.
In addition, the test results from March 6, 09 indicate that the spill containers were tested with an initial reading of
nine inches. The spill containers have a bucket depth of 13 inches. Spill containers should be tested at a
maximum depth of 1.5 inches below the top of the spill container per local guidance letter 166. Gettler Ryan
tested the containers from four inches below the top of the container and did not fill the containers high enough for
a valid test.
Garrett Backus, REHS
San Joaquin County Environmental Health Department
600 E. Main Street
Stockton, CA 95202
telephone: (209) 468-2986
fax: (209)468-3433
email: gbackus@sjcehd.com
3/25/2009
