<br /> Two 1,500 liter liquid nitrogen tanks, one 450 pound liquid oxygen tank, one 55 gallon drum of GS 15-5017 (solvent
<br /> naphtha (petroleum), light arom., butyl acetate), one 55 gallon drum of acetone, and one 55 gallon drum of cleaner
<br /> degreaser were found on site that have not been reported. Any material that meets or exceeds the reportable
<br /> quantity shall be reported in the facility's business plan. Immediately log into the California Environmental Reporting
<br /> System(CERS) at http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to
<br /> the EHD for approval.
<br /> The Hazardous Materials Inventory forms for the tri mix, 75/25, 98/2, oil(motor& Hydraulics),ACE/MEK 4:1, water
<br /> based paint, oil based paint, and compressed nitrogen were not complete. The hazardous materials type for tri mix,
<br /> 75/25, 98/2, oil (motor& Hydraulics),ACE/MEK 4:1, water based paint, and oil based paint has not been identified.
<br /> The size of the largest container, average daily amount, days on site, storage pressure, and storage temperature for
<br /> the compressed nitrogen have not been identified. This information must be current and submitted as part of the
<br /> business plan. Immediately log into the California Environmental Reporting System (CERS) at
<br /> http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval.
<br /> This is a repeat violation, Class II.
<br /> 6 HSC 25505(a)(2) Failed to complete and/or submit a site map with all required content.
<br /> The map does not show hazardous material handling and storage areas (liquid nitrogen and liquid oxygen). A site
<br /> map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains,
<br /> access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and storage
<br /> areas, and emergency response equipment. If a site map element is not applicable for your facility then list it on the
<br /> map and label as "NA". Immediately log into the California Environmental Reporting System (CERS) at
<br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval.
<br /> This is a Class II violation.
<br /> 7 HSC 25505(a)(3) Failed to establish and/or submit emergency response procedures for a release or threatened
<br /> release.
<br /> The emergency response procedures were lacking. Section C. the phone number for the Local Unified Program
<br /> Agency,209-468-3420 has not been identified. A business plan shall include the following emergency response
<br /> procedures for a release or threatened release of hazardous materials, including, but not limited to, the following:
<br /> - Immediate notification of local emergency personnel and the Environmental Health Department (EHD)
<br /> - Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to
<br /> persons, property, or the environment
<br /> - Evacuation plans and procedures, including immediate notice, for the site
<br /> Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the
<br /> correct or updated information, and submit to the EHD for approval.
