saewe. _
11
SECTION 1
INTRODUCTION
This document is a Site Assessment Report of the Safeway Meat
Packing Facility located at 1111 Navy Drive, Stockton, San Joaquin
County, California(Figure 1-1). it is submitted by ERM-West, Inc. on
behalf of Safeway Inc. (Safeway) to the Envir.nmental Health
Division of the San Joaquin County Public Health Services (County).
The objective of this assessment was to identify whether
hydrocarbons from former USTs on the Safeway property have
migrated off site.
Site Rackg and
The Safeway Meat Packing Facility maintains an on-site electric
generator to protect their refrigeration requirements in case of power
failure. The generator operates on diesel fuel which was stored in
four 12,000-gallon underground tanks (Figure 1-2). The tanks were
tied down to a 13-inch thick concrete slab at a depth of 13.5 feet below
grade. Following failure of one of the tanks to pass the annual
precision testing, an investigation was initiated in April 1987 by
Weiss Associates (WA) to determine if diesel fuel had escaped into
the surrounding subsoil. A second investigation was performed by
Western Geologic Resources, Inc. (WGR) in September and October
1989. Results of these investigations are discussed below.
Results of Previous Investigations
Weiss Associates. On April 7 and 8, 1987, WA supervised the drilling
of nine soil borings (B-1 through B-9) around the four tanks (Figure
1-3). Soil samples were collected from eight of the nine borings.
These samples were analyzed for Total Petroleum Hydrocarbons
- (TPH) and benzene, toluene, and total xylenes (BTX). One soil
sample (B-2), collected from 20.7 feet below grade, contained
petroleum hydrocarbons at 1,100 ppm. No other soil samples had any
detectable concentrations of TPH and no soil samples contained any
detectable concentrations of B7TX.
Between June 6 and 10, 1987, the four underground tanks were
removed by Precision Instruments of Stockton. Water was
1-1
r3
