�: ,�_�,.r..., _ �.� �a:s - -.,r - _ �,i�. ���- _ .�•_P,. .•mss ,t <br /> ec <br /> e <br /> SECTION 1 <br /> INTRODUCTION <br /> This document is the Site Assessment Report of the Safeway Meat <br /> Packing Facility located at 1111 Navy Drive, Stockton, San Joaquin <br /> County, California (Figure 1-1). It is submitted by ERM-West, Inc. on <br /> behalf of Safeway Inc. (Safeway) to the Environmental Health <br /> Division of the San Joaquin County Public Health Services (County). <br /> Site Badlwound <br /> The Safeway Meat Packing Facility maintains an on-site electric <br /> generator to protect their refrigeration requirements in case of power <br /> failure. The generator operates on diesel fuel which was stored in <br /> four 12,000 gallon underground tanks (Figure 1-2). The tanks were <br /> tied down to a 13-inch thick concrete slab at a depth of 13.5 feet below <br /> grade. Following failure of one of the tanks to pass the annual <br /> precision testing, an investigation was initiated in April 1987 by <br /> Weiss Associates (WA) to determine if diesel fuel had escaped into <br /> the surrounding subsoil. A second investigation was performed by <br /> Western Geologic Resources, Inc. (WGR) in September and October <br /> 1989. Results of these investigations are discussed below. <br /> z <br /> B,esults of Previous Investigations <br /> Weiss Associates. On April 7 and 8, 1987, WA supervised the drilling <br /> of nine soil borings (B-1 through B-9)around the four tanks (Figure 1- <br /> 3). Soil samples were collected from eight of the nine borings. These <br /> samples were analyzed for Total Petroleum Hydrocarbons (TPH) and <br /> benzene, toluene, and total xylenes (BTX). One soil sample (B-2), <br /> collected from 20.7 feet below grade, contained petroleum <br /> hydrocarbons at 1,100 ppm. No other soil samples had any detectable <br /> concentrations of TPH and no soil samples contained any detectable <br /> concentrations of BTX. <br /> Between June 6 and 10, 1987, the four underground tanks were <br /> removed by Precision Instruments of Stockton. Water was <br /> encountered in the excavation at about 9,25 feet below grade. Strong <br /> hydrocarbon odors and sheen were noted in the open excavation.--.. <br /> 1-1 <br />
