Box 388
Stockton, California 95201-0388
Re* Site Closure Report for the Former Safeway Meat Packing Plant, 1111 Navy Drive,
Stockton, California
Dear Mr. Sasson:
Environmental site assessment and groundwater monitoring activities conducted at the
Former Safeway Meat Packing Plant, located at 1111 Navy Drive (see Figure 1 and
Figure 2), identified petroleum hydrocarbon impacts to soil and groundwater. The
impacts resulted from releases from a former underground storage tank (UST) system
that stored diesel fuel.
A case closure summary report prepared by Safeway, Inc., in March 1996 recommended
closure based on the absence of risks to human health and general poor water quality in
the site vicinity. The case closure hearing requested additional activities be conducted at
the site. This report addresses those items, provides additional infonnation supporting a
regional contamination issue, and requests case closure of the above-referenced site under
the low-risk groundwater criteria specified in San Joaquin County Public Health Services
(SJCPHS) February 22, 1996, Criteria for Low-Risk Groundwater Closure Cases
The SJCPHS criteria states that no further action is required when low-risk groundwater
cases conform to the following:
• -The leak has been stopped and ongoing sources have been removed or
remediated.
• The site has been adequately characterized.
• The dissolved plume is not migrating and levels are not consistently above
maximum contaminant levels (MCLS).
i REchIVED
AuG 12 X996
SAC',NNP12\2394\279410001CS-98m er8 , 8 8
