The Order authorized the Central Valley Water Board to <br /> require submittal of technical and monitoring reports in the course of investigating existing or <br /> proposed discharge of waste to waters of the state. The Order required the Discharger to submit <br /> a Groundwater Characterization and Groundwater Monitoring Well Installation Work Plan and a <br /> Wastewater Treatment Facility Integrity and Evaluation Work Plan by 1 December 2016. The <br /> Discharger requested a deadline extension for both work plans, which was approved and <br /> extended to 17 January 2017. Both work plans were submitted on 17 January 2017. <br /> On 31 January 2017, a conference call was held between Central Valley Water Board staff and <br /> the Discharger's representatives Michael Bowery (Krazan & Associates, Inc.) and Daby <br /> Humbert (York Engineering). The purpose of the call was to discuss the two work plans <br /> submitted by the Discharger. Based on the review of the Groundwater Monitoring Well <br /> Installation Work Plan by Central Valley Water Board staff, concerns regarding the proposed <br /> monitoring well locations were identified. <br /> As discussed during the conference call, it was agreed that the location and condition of MW-2 <br /> needs to be determined before deciding if new monitoring wells are necessary. If MW-2 is <br /> recoverable and in working condition, water level data wi be coTl—ected 1f the well is damaged <br /> and unusable, the monitoring well should be properly abandoned and replaced with a well <br /> located further northeast of the pond. As agreed, after determining the condition of MW-2, an <br /> amendment to the work plan with suggested modifications, including discussing groundwater <br /> gradients, revised site plan showing monitoring well locations, and modifying the list of <br /> constituents to be analyzed, will.be submitted to the Central Valley Water Board by the <br /> Discharger. Although no deadline was given for the submittal of the work plan amendment, the <br /> deadline for submittal of a Groundwater Characterization and Groundwater Monitoring Well <br /> Installation Report is unchanged. Provided the evaluation of MW-2 is conducted soon, the <br /> Discharger is on schedule to meet the October 2017 deadline. <br /> Review of the Wastewater Treatment Facility Integrity and Evaluation Work Plan determined <br /> that the work plan was sufficient to begin evaluation of the treatment plant.
