California's program was implemented to address the more than 33.5 million reusable
and waste tires generated each year, the 3 million tires are imported annually from out of state and the millions of
waste tires that have been illegally dumped or stockpiled. In California, any used tire made of rubber that can fit
on a rim including airplane tires qualifies under this law.
The California Integrated Waste Management Board (CIWMB) is mandated by state law to regulate and manage
waste tires within the state. The law requires haulers of waste/used tires to register with the state, pay fees and
initiate a manifest for tire loads. The regulation restricts the transportation of used/waste tires within California, out
of California and into California. The corporate policy for Yellow Transportation or Roadway Express is to not
handle any waste product(regulated or non-regulated). Service centers for Yellow and Roadway are not
authorized nor do they have the required permits to handle/transport used/waste tires within California. This policy
will also include tires deemed company business in a quantity of 10 or more used/waste tires in a trailer.
In addition, all service centers must be registered by the state to generate used/waste tires. The "Tire Program
Identification (TPID)" numbers are unique numbers assigned by the CIWMB to each business or public entity
involved in the generation, hauling, and delivering or disposal of waste/used tires. Yellow Transportation currently
has a TPID number for each California Service Center to generate used/waste tires only. A TPID number has
been requested for each California Roadway Express Service Center to generate used/waste tires.
If you have questions or concerns call Mike Windsor at(913) 344-3057 or Tom Gerhold at (913) 344-3066.
Thomas Gerhold
'YWC Enterprise Services
Chemical Transportation./4dministrator
(Pfi# 913-344-3066
(Fa.r,# 91.3-3.14-3614
5/3/2005
