Box 2009 <br /> Stockton, CA 95201 <br /> RE: Gasoline Recovery System <br /> Highway 12 - Lodi, CA <br /> Dear Mr, Miller- <br /> It was agreed by Mr. Ron Valinati and the! Central Valley Regional Water <br /> Quality Control Board on August 15, 1985 that the groundwater depression <br /> and gasoline recovery system be employed as soon as possible at the Fast <br /> Gas on Highway 12 in Lodi, The urgency of controlling the groundwater <br /> gradient and the gasoline plume was clearly stated at the August meeting. <br /> The gasoline plume will be allowed to migrate freely on the groundwater <br /> surface if the groundwater gradient is not controlled by the recovery <br /> system, The groundwater depression and gasoline recovery system has been <br /> installed as described by Fox Environmental Services as of September 24, <br /> 1985. <br /> On September 18, 1985, I requested that the recovery system operate tem- <br /> porarily while the waste discharge permit was being processed through the <br /> Central Valley Regional Water Quality Control Board. The permission was <br /> granted at that time to temporarily operate the system with the condition <br /> to sample the effluent and .have it analyzed for benzene, toluene, xylene <br /> and total petroleum hydrocarbon. Temporary operation of the groundwater <br /> depression and gasoline recovery system legan on September 24, 1985. <br /> Effluent samples were taken on September 26, 1985, as we discussed. The <br /> results of the samples have not been forwarded to Kayo by Twining Lab- <br /> oratories as of this date. <br /> On October 18, 1985, you ordered the recovery system to be closed down <br /> until the waste discharge permit had been received from the Central Valley <br /> Regional Water Quality Control Board. I is Kayo's opinion that the actions <br /> taken 'on October 18, 1985, are contrary to the decisions made on August 15, <br /> 1985. <br />
