Water Boards
Central Valley Regional Water Quality Control Board
TO: Case File: J &L Market FROM: James L.L. Barton, P.G.
8125 S. EI Dorado Street Engineering Geologist
French Camp, San Joaquin County
DATE: 8 May 2013 SIGNATURE:
SUBJECT: UST CASE CLOSURE, J & L MAR T, 8125 SOUTH ELDORADO STREET,
FRENCH CAMP, SAN JOAQUIN COUNTY(CASE# 390897).
Site Background
J & I Market (Site) is a fueling station with separately housed restaurant and convenience store
located at 8125 South EI Dorado Street in French Camp, San Joaquin County (Figure 1). The
station building shown next to the dispensers is currently used as an automotive repair shop. In
November 1995, one 2,000-gallon gasoline and two 10,000-gallon gasoline underground
storage tanks (USTs), associate piping, and dispensers were removed and replaced at the Site
(Figure 2). The UST system confirmation soil samples provided evidence of an unauthorized
release of petroleum hydrocarbons. Subsequently in December 1995, 3,777 yds3 of
contaminated soil were over-excavated to the most practical extent at the Site (excavation
stopped at the station building) and transported for disposal at REMCO in Richmond, CA.
Two soil borings (JLM1 and JLM2) were advanced in in November 2001 , with additional soil
borings (JLM6 through JLM11) advanced in February 2003. Monitoring wells were installed in
June 2002 (JLM3 through JLM-5), in October 2004 (JLM12 through JLM15, Figure 3), in
August 2005 (JLM16 through JLM19), and in October 2008 to November 2008 (JLM20 through
JLM26) for a JLM-designated total of eight (8) soil borings and eighteen (18) monitoring wells.
Three cone penetrometer testing (CPT1 through CPT3) borings (no soil samples) were
advanced for vertical plume delineation in July 2005. In October 2009, two remediation wells
(OSI and OS2) were installed. An ozone sparging pilot test was conducted from December
2009 to January 2010.
Maximum results of soil borings are reported in milligrams per kilogram (mg/kg) in the following
Table.
Date TPHg B T E X MTBE TBA 1, 2- Pb TAME
benzene toluene eth (benzene xylenes DCA
11-95 5,500 <13 55 62 460 NA NA NA 11 18
12-95 4,200 NR NR NR NR NR NR NR NR NR
11-01 1,300 0.025 0.34 7.4 33 <0.1 <10 <0.1 <10 <0.1
6-02 44 0.25 0.18 0.34 0.99 NA NA NA NA NA
10-08/11-OS <0.1 <2.0 <0.005 <0.005 <0.005 <0.005 <0.005 <0.005 NA <0.005
TPHg=total petroleum hydrocarbons as gasoline MTBE=methyl tert butyl ether TBA=tett butyl alcohol 1,2-DCA= 1,2-dichloroethane
Pb=total lead TAME=tert amyl methyl ether NA=not analyzed 1 = UST confirmation sample NA=not analyzed 2= over-excavation
confirmation samples NR= report missing from file;TPHg data value from file(staff letter)
KAR, E.
