(ATC)has been retained by J&L Market to provide environmental consulting services <br /> related to a fuel release associated with underground storage tanks (USTs) formerly located at the site. The <br /> leaking USTs and approximately 3,777 cubic yards of contaminated soil were removed in 1995. The soil <br /> excavation effort appears to have been effective in reducing and removing the vast majority of <br /> contaminated soil. Since 2002, 18 groundwater monitoring wells have been installed at various depths to <br /> evaluate the extent of ground water contamination. Groundwater monitoring was initiated in 2002 and has <br /> generally been conducted on a quarterly basis through May of 2009, at which time the frequency was <br /> reduced to semi-annually. The most recent groundwater sampling event was conducted on March 20, 2012. <br /> Low concentrations of dissolved petroleum hydrocarbons are present in groundwater beneath the J&L <br /> Market property located at 8125 South El Dorado Street. The dissolved contaminants at the site generally <br /> exhibit stable or decreasing trends over the last nine years. Based on laboratory analytical results, plume <br /> stability statistics, historical contaminant plume distribution and field observations, the shallow <br /> groundwater plume is adequately defined. Low concentrations of benzene and 1,2 Dichloroethane (1,2- <br /> DCA) persist in groundwater samples collected from a few of the groundwater monitoring wells at <br /> concentrations in excess of the California Maximum Contaminant Levels (MCLs) and the Environmental <br /> Screening Levels (ESLs) associated with groundwater that is a current or potential drinking water source. <br /> Groundwater quality is being restored by natural attenuation and contaminant concentrations are expected <br /> to decline to levels below MCLS within a reasonable amount of time. Additionally, nearby sensitive <br /> receptors are not considered to be threatened by contaminant plume migration. The data collected to date <br /> indicate the project site does not appear to represent a significant risk to human health and the environment <br /> based on current California Regional Water Quality Control Board (CRWQCB) criteria. As such, the <br /> CRWQCB is considering this site for a low risk closure. A 45-day public comment period is in effect prior <br /> to a determination by the CRWQCB. The final date for submitting comments (via mail or email) is <br /> September 10, 2012.
