EL DORADO Sr., FRENCH CAMP, <br /> SAN JOAQUIN COUNTY, CASE NO. 390897 <br /> I reviewed the Semi-Annual Monitoring Report Fourth Quarter 2011 (Report) received <br /> 27 January 2012 from your consultant ATC Associates, Inc. (ATC). The Report provides the results <br /> of the 12 December 2011 semi-annual monitoring event, which also included Regional Board split <br /> sampling of the five wells sampled, JLM-3, JLM-5, JLM-13, JLM-21, and JLM-23. Maximum <br /> groundwater concentrations were total petroleum hydrocarbons as gasoline (TPHg), <br /> 1,900 micrograms per Liter (ug/L); benzene, 49 ug/L; toluene, 6.3 ug/L; ethylbenzene, 300 ug/L; <br /> xylenes, 70 ug/L; methyl tert butyl ether (MTBE), 13 ug/L; and 1, 2-dichloroethane (1,2-DCA), <br /> 140 ug/L. With one exception, the Regional Board split samples correlated fairly well with the ATC <br /> primary samples. The 1,2-DCA results for JLM-5 were <2.5 ug/L for the ATC primary sample and <br /> 21.8 ug/L (split) and 21.6 ug/L (split duplicate) for the Regional Board samples, which also correlate <br /> to the June 2011 ATC result of 20 ug/L. The Report states that the station records show there is no <br /> evidence of a new release to explain the June 2011 spike in concentrations, and that those <br /> June 2011 concentration increases may be due to the historically high water levels resulting from the <br /> exceptionally wet 2010-2011 winter and spring that flushed residual soil contamination near JLM-5. <br /> The Report recommends additional groundwater monitoring events on a quarterly basis starting in <br /> March 2012, to establish a declining trend for a future recommendation for closure. <br /> The December 2011 monitoring results, which are up to an order of magnitude lower than the <br /> June 2011 results, are approximately one order of magnitude higher than the November 2010 <br /> results. It has been determined that there was not a new release at the site. The groundwater <br /> plume has been shown to be laterally stable for several years and the most recent sampling event <br /> did not provide evidence for lateral plume instability. Moreover, an ATC closure report was <br /> submitted in September 2011 at the Regional Board staffs request, as was the June 2011 <br /> semi-annual monitoring report data that suggested a new release may have occurred. Therefore, <br /> please sample well JLM-5 (only) during the first quarter of this year and submit the results to me <br /> electronically for evaluation.
