The 5 to 10 feet bgs concentration limits <br /> protect from inhalation of volatile soil emissions. Both the 0 to 5 feet bgs concentration limits and <br /> the 5 to 10 feet bgs concentration limits for the appropriate site classification (Residential or <br /> Commercial/Industrial) shall be satisfied. In addition, if exposure to construction workers or utility <br /> trench workers are reasonably anticipated, the concentration limits for Utility Worker shall also <br /> be satisfied <br /> The soil contamination that exceeds the LTCP (>100 mg/kg) is between 12.5' bgs and 20' bgs, <br /> which is below typical worker depths. <br /> The Regional Board staff closure recommendation was also made by review of the site specific <br /> data and professional judgment prior to implementation of the LTCP <br /> Summary and Recommendations <br /> J&L Market has complied with all of the requirements in Regional Board Technical 13267 Order <br /> and staff letters. Concentrations of petroleum hydrocarbons in groundwater decreased <br /> significantly since 1995. The groundwater plume is stable and concentrations are slowly to very <br /> slowly declining. Water quality goals should be reached by 2030. The identified domestic and <br /> public supply wells are not threatened. Residual soil contamination poses minimal risk to <br /> sensitive receptors, human health, or other beneficial uses of groundwater in the area. Based <br /> on the minimal residual contamination in soil, minimal threats from vapor intrusion or <br /> groundwater plume migration, a stable and declining groundwater plume, compliance with the <br /> tasks of the Regional Board 13267 Order and directives and the LTCP, and an adequately <br /> defined vertical and lateral extent of pollution, no further action is warranted for the Site. Staff <br /> recommends closure of this Site. The required public participation comment period was <br /> conducted from 23 July 2012 to 10 September 2012 with no adverse comments. The <br /> monitoring wells (JLM3 through JLM5, and JLM12 through JLM26) and remediation wells (OSI <br /> and OS2) were properly destroyed on 8 May 2013.
