<br /> I reviewed the Pilot Testing Work Plan (Workplan), received 1 July 2009 from your consultant ATC
<br /> Associates, Inc. The Workplan proposes installation of two ozone sparge wells spaced 20' apart and
<br /> with screens at 35' below ground surface for a pilot test lasting 4 weeks, using a mobile ozone
<br /> generator. Each ozone well will alternate between receiving active ozone injection at 2 to 3 cubic feet
<br /> per minute.for a duration of 15 to 20 minutes per hour, with observation monitoring for water levels,
<br /> dissolved oxygen, oxidation-reduction potential, pH, temperature, and analyses of ozone injection
<br /> byproducts (total chromium, hexavalent chromium, and bromate). Nearby shallow monitoring wells
<br /> (JLM-3 and JLM-13) will also be sampled for petroleum hydrocarbons, including fuel oxygenates and
<br /> lead scavengers, from two to three times per week during pilot testing. A pilot study report will be
<br /> submitted 6 weeks after completion of field work.
<br /> The Workplan is approved with the following conditions:
<br /> • Each ozone well will be injected for a minimum of three days before switching to observation
<br /> mode,
<br /> • Sampling of wells JLM-3 and JLM-13 is to only be once a week during pilot testing, not two to
<br /> three times per week as proposed,
<br /> • Sampling for petroleum hydrocarbons, total chromium, hexavalent chromium, and bromate will
<br /> occur prior to startup of testing, immediately following completion of all testing, and once per
<br /> week during the pilot study,
<br /> • Sampling for the remaining field meter parameters will occur prior to startup of testing,
<br /> immediately following completion of all testing, and before and after each ozone well is used for
<br /> ozone injection during testing (once every three days), and
<br /> • A schedule with dates for the ozone pilot study is due 30 September 2009.
<br /> Semi-annual monitoring during the 3rd and 1st quarters, with status reports of work conducted during
