EL DORADO ST., FRENCH CAMP, <br /> SAN JOAQUIN COUNTY(RB CASE #390897) <br /> I reviewed the Subsurface Investigation Report (Report), submitted 23 February 2009 by your <br /> consultant ATC Associates, Inc. The Report describes the installation of seven groundwater <br /> monitoring wells (JLM20 through JLM26) between October and December 2008, to define the <br /> vertical and lateral extent of the petroleum hydrocarbons plume at your site, and also includes <br /> the results of quarterly groundwater monitoring conducted on 15 December 2008. Maximum <br /> groundwater concentrations were total petroleum hydrocarbons (TPH) as gasoline, <br /> 970.micrograms per Liter (ug/L); TPH as diesel (TPHd), 2,400 ug/L; benzene, 72 ug/L; toluene, <br /> 1.9 ug/L; ethylbenzene, 99 ug/L; xylenes, 17.6 ug/L; methyl tert-butyl ether (MTBE), 8.4 ug/L; <br /> tertiary butyl ether (TBA), 15 ug/L; di-isopropyl ether (DIPE), 0.7 ug/L; and 1,2-dichloroethane, <br /> 140 ug/L. <br /> The Report states the shallow lateral extent of the plume appears to be defined; however, the <br /> extent of the deeper plume does not appear to be defined to the north and south. The Report <br /> recommends collecting additional quarterly monitoring data prior to requiring installation of <br /> additional wells, to determine whether the Report groundwater data was negatively influenced <br /> by the well drilling process which, if true, may not show the actual extent of the plume. The <br /> Report also recommends consideration of active groundwater remediation by ozone injection, <br /> starting with a laboratory bench scale test; to be followed by a feasibility test (pilot study) using <br /> three nested ozone sparge wells between JLM3 and JLM13, as a remedial strategy over the <br /> next 3 to 4 months. <br /> Comments: <br /> 1) The Report was 23 days late. Please submit future monitoring reports by the 30th day of <br /> first month following the quarter. The first quarter 2009 monitoring report is due <br /> 30 April 2009. <br /> 2) The Report recommendations are reasonable and appropriate, and approved with the <br /> following modifications: <br /> The need for an additional investigation (monitoring wells) will be determined from <br /> monitoring data collected from the existing wells through the second quarter of 2009. <br /> The second quarter 2009 monitoring report, due 30 July 2009, shall include a <br /> California Environmental Protection Agency <br /> �a Regrled Paper <br />
