(ATC) has prepared this Workplan, on behalf of J&L Market, to summarize <br /> proposed site activities for conducting an ozone sparging pilot test. This Workplan was prepared at the <br /> request of the California Regional Water Quality Control Board (CRWQCB) in correspondence dated <br /> March 4, 2009. Additionally, ATC compared the site geology with that of three other sites where ozone <br /> pilot studies have been conducted to see if sufficient similarities exist to warrant foregoing of bench scale <br /> testing at the subject site. <br /> Site Location <br /> The site is located at the southwestern corner of the intersection of West Mathews Road and South EI <br /> Dorado Street in French Camp,California,as shown on Figures 1 and 2. The location is a residential and <br /> commercial area.The site is currently occupied by J&L Market,a retail fuel business. <br /> Background Information <br /> In November 1995, one 2,000-gallon and two 10,000-gallon capacity underground storage tanks (USTs) <br /> and related piping were excavated and removed from the site. Evidence of petroleum impacted soil was <br /> encountered and approximately 3,777 cubic yards of contaminated soil were excavated and removed. <br /> Three groundwater monitoring wells identified as JLM3, JLM4, and JLMS were installed at the site in <br /> November 2001 and a Preliminary Investigation and Evaluation Report prepared by Upgradient <br /> Environmental Consultants (UEC) was submitted to the CRWQCB in December 2001. A quarterly <br /> groundwater monitoring program was implemented in June 2002. <br /> Petroleum hydrocarbons were detected in groundwater samples collected from JLM3, JLM4, and JLM5. <br /> The historical groundwater Flow direction was reported to be variable but predominantly toward the <br /> southeast. <br /> In a letter dated October 10,2003, Mr. James Barton of the CRWQCB requested submittal of a work plan <br /> to install additional groundwater monitoring wells. UEC submitted the Work Plan for Flo7her <br /> Groundwater Investigation, dated November 10, 2003, proposing the installation of four additional on- <br /> site monitoring wells.The CRWQCB approved the work plan in a letter dated December 9,2003. <br /> In October 2004, ATC supervised the installation of four groundwater monitoring wells(JLM12, JLM13, <br /> JLM14, and 1LM15). Petroleum hydrocarbons were detected in groundwater samples collected from <br /> JLM12 and JLM13. The direction of groundwater Flow was to the southeast on November 23, 2004. <br /> Refer to ATC's Well Installation Report,dated December 23,2004,for additional information. <br /> On February 17, 2005, ATC personnel collected a grab sample from the onsite supply well (OSW) at the <br /> request of the CRWQCB prior to the destruction of OSW. On March 2, 2005, the OSW was destroyed by <br /> explosive means.
