November 2001 from borings JLM-1 and JLM-2 to produce generalized maps showing <br /> • the extent of Total Petroleum Hydrocarbons as gasoline, Total Petroleum Hydrocarbons <br /> as diesel, total BTEX, total fuel oxygenates, and 1,2-DCA While the maps do not depict <br /> the exact distribution of hydrocarbons for any specific point in time, they do yield an <br /> overall view of the extent of the area that has been impacted by the fuel release An <br /> elliptical plume of slightly contaminated water extends a distance of approximately 150 <br /> feet from near the former UST facility in a northwest-southeast direction, which recent <br /> monitoring has suggested is the general direction of groundwater flow The shape and <br /> trend of this plume are similar to that of the impacted soil, favoring the interpretation that <br /> hydrocarbons have desorbed from the clay bed into the groundwater Groundwater is <br /> semi-confined at the base of this bed, and slowly rises into the lower portion of the bed <br /> when borings are drilled through it into,the underlying aquifer sand <br /> i <br /> i <br /> INTRODUCTION <br /> This report presents the results of the third phase of drilling to investigate subsurface <br /> petroleum contamination at 8115 S El Dorado Street in French Camp, California The <br /> previous two phases were conducted in November 2001 and June 2002 Those <br /> investigative phases demonstrated that both soil and groundwater at the site are impacted <br /> by petroleum hydrocarbons, and the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB) (the lead regulatory agency) requested further investigation to <br /> determine the extent of the problem Upgradient Environmental submitted a work plan <br /> addressing that issue in August 2002, and it was approved by CVRWQCB in September <br /> 2002 <br /> The property owners are Mr and Mrs James Fisk, who operate J&L Market and Service <br /> at this address and have been designated by the State Water Resources Control Board <br /> UST Cleanup Fund as the Responsible Party (RP) for petroleum contamination related to <br /> underground fuel tanks at the facility <br /> 2.0 BACKGROUND <br /> In November 1995, Bob Evans Trucking, under contract to Elite IV, Inc , removed three <br /> underground fuel storage tanks (USTs) and related product lines and dispensers from the <br /> F <br /> site Two of the tanks were 10,000 gallons in capacity, and the third was 2,000 gallons in <br /> capacity All three stored unleaded gasoline Upgradient Environmental witnessed the <br /> removal and collected fourteen soil samples from beneath the tanks and product lines and <br /> five from the excavated soil that had been stockpiled Hydrocarbons were detected in <br /> only one of the nineteen samples (JL-P-3), and it appeared that a small petroleum release <br /> had occurred near one of the fuel dispensers (Figure 2) A work plan to remove the <br /> contaminated soil was prepared, and Elite IV was authorized by the local oversight <br /> agency (San Joaquin County, Public Health Services, Environmental Health Department <br /> [PHS/EHD]) to excavate the contaminated soil <br /> 2 <br />
