PE 4200 WONG 30 min Michelle Henry on ER will go out. SC 007 03/22/2019 Received complaint from Lydia Baker daytime on call person. Discussed PE 4200 HENRY 30 min complaint with Maryann Beniamine and Betty Ho. Drove to site. SC 544 03/22/2019 5pm-6pm Arrived on site. RV is parked in a mobile home park in the front spot, PE 4200 HENRY 60 min number 1. Observed what appeared to be liquid waste in the ditchin front of the SC 944 RV. I could see where it appeared the waste had come from black pipe from the RV. There was runoff from under the pipe to the ditch. The piping was connected now and looked like it was plumbed to discharge Iocation.Went to the Managers house in the back. Spoke with Managers husband. He called Mari Mendoza (209) 395-4296 to let her know I was on site and had requested her to come to site. He told me she was at the store and was coming back now. I said ok. Maria arrived on site and I explained why I was there. I asked if she would go the front of the property where I had observed the liquid waste in the ditc. She said she would. We went to the front and she said the tenant had been fixing his plumbing earlier. I asked if he was home, she wasnt sure so we knocked. A woman came to the door and said Jim would be right out. We waited for about 5 minutes and knocked again. The same woman said he was sleeping. We asked for him to come out. Jim McCabe came out. I explained why I was there and he said he understood. He was having trouble with the piping earlier today and had to glue it back together. He had sprayed water in the ditch to dilute it but the ditch was plugged up. I told him he could not discharge sewage to the ground and to cease immediately. He said he understood and had stopped it by gluing the pipe back together. I issued a notice to abate to Jim and provided a copy to Maria. Asked Jim for contact phone number-he does not have one at this time. Told him we may be doing a re-check to verify illegal discharge had stopped. He said ok. I told her I would email her a copy because you couldn't really read the pink copy. I also explained the property owner would be getting a bill for the confirmed complaint. She said she would let him know. 03/25/2019 Scanned and emailed copy of complaint to Maria at luisymari2142@gmail.com PE 4200 HENRY 30 min SC 007 03/27/2019 Printed out pictures and discussed with Ld Sr Jeff Wong. We do not need to do a PE 4200 HENRY 60 min recheck since the release has stopped and the owner reconnected his piping. SC 007 Abated complaint. Page 1 of 1
