The business plan information has not been reviewed and resubmitted in the California Environmental Reporting System ( CERS) annually, by January 15 . The hazardous materials inventory shall be submitted by January 15 of each calendar year and may be submitted beginning November 1 of the previous year. Immediately log into the CERS at http : //cers. calepa . ca . gov/, enter the correct or updated information , and submit to the EHD for approval . This is a repeat violation , Class II . 10 HSC 25508 . 1 (a)- (f) Failed to submit revisions to business plan within 30 days of substantial change in operations . During the inspection , at least 415 gallons of Part B Hardener UN2735 , ten 55 gallon drums of Part A Isocyanate , one 55 gallon drum SIS Formula A- 1 (denatured ethanol ) , two 55 gallon drums (400 lbs. each ) QM 240 TA, 10 , 000 pounds of titanium dioxide , one 55 gallon drum of marathon Tool wash , eleven 8 gallon propane cylinders , three 55 gallon drums of waste flammable resin , four 55 gallons drums of unknown waste ( possibly gel coat) , and one 55 gallon of waste pyroguard 53 were found on site and the updated information has not been submitted . Within 30 days of one the following events , business shall electronically update the information submitted to the California Environmental Reporting System ( CERS) : - A 100 percent or more increase in the quantity of a previously disclosed material . - Any handling of a previously undisclosed hazardous materials - A change of business address , business ownership , or business name . Immediately log into the California Environmental Reporting System ( CERS) at http : //cers. calepa . ca , gov/, enter the correct or updated information , and submit to the EHD for approval . This is a repeat violation , Class II . 11 HSC 25505 (a ) (4 ) Failed to provide or document initial and/or refresher training to appropriate personnel . Employee training records were not available at the time of inspection . The business plan shall include provisions for ensuring that appropriate personnel receive initial and annual refresher training . This training shall be documented electronically or by hard copy and shall be made available for a minimum of three years . Immediately provide employee training for appropriate personnel and submit a copy of the training records to the EHD . This is a repeat violation , Class IL Overall Inspection Comments , An inspection report was provided to the to the facility operator on the day of inspection , April 2 , 2019 . On June 21 , 2019 , the report was amended by the EHD . This amended report replaces the initial report . Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation , and any supporting paperwork , within 30 days of receiving the completed inspection report . The report was amended to add the narrative for violation 11 . Facility does not have internal roads , emergency shutoffs and these elements were not addressed on the site map . Please address this by either writing " NA" for not applicable or a statement that says the element is not on site . Please correct this by the next submittal .
