Mc&B is a wood <br />treatment company. Poles were impregnated with pentachlorophenol <br />(PCP), creosote or metals for preservation. Drippage, spillage <br />and past waste management practices have contaminated the entire <br />site (both soils and groundwater). <br />In July 1984, Mc&B stipulated to a Director's Order with DHS <br />for oversight of its investigation and mitigation efforts. Mc&B <br />filed for Chapter 11 Bankruptcy in November 1988. A Reorganiza- <br />tion Plan was approved by the Court in November 1990. <br />Mc&B has conducted six years of RI work. PCP and creosote <br />contamination has migrated into groundwater and has moved at <br />least one-half mile offsite. Several industrial wells on the <br />edges of the plume have been impacted. <br />Fugitive dust from the site has been sampled and may be a <br />public health threat. The site has been fenced to prevent tres- <br />passing and bermed to prevent storm water runoff. <br />A public health assessment and a feasibility study were con- <br />ducted. A Phase I RAP was prepared which identified activities <br />that stabilized the site. However, the Reorganization Plan, <br />which allocated some funding for site remediation, was not suffi- <br />cient to implement all these actions at once. The RAP document <br />will serve as a conceptual plan for remediation. <br />Since assuming the lead at the site, EPA has completed exten- <br />sive work at the site. This work has included surface and sub- <br />surface soil sampling on-site and off-site, sediment sampling <br />from Old Mormon Slough, New Mormon Slough, and areas around the <br />Port of Stockton, sampling of 43 on-siteand off-site groundwater <br />monitoring wells, demolition of on-site structures, and the <br />auctioning of machinery and on-site supplies. <br />Alternative Name: <br />CCORMICK & BAXTER CREOSOTING CO <br />Alternative Addr: <br />1214 W.
