I�L.Or r <br /> x�R <br /> a WORKNgnCt € Department of <br /> cos <br /> 86&Dn <br /> PG&E Former Tracy Manufarrtured�Gas Plant <br /> 502 East Grant Line Road ` SEP 0 1 2011 <br /> Tracy, California <br /> ENVIRONMENTAL HEALTH <br /> Cleanup Work to begin August 31, 2011 DEPARTMENT <br /> The California Department of Toxic Substances Control (DTSC) has approved the cleanup plan (called a Removal Action <br /> Workplan or RAW)for(Pacific Gas and Electric Company's(PG&E)former Tracy Manufactured Gas Plant(MGP)site <br /> located at 502 East Grant Line Road in Tracy. Under DTSC's oversight, investigations conducted at the site found soil has <br /> been impacted with former MGP residues including polycyclic aromatic hydrocarbons(PAHs),total petroleum <br /> hydrocarbons(TPHs), and volatile organic compounds(VOCs). To address these impacts, DTSC approved the RAW, <br /> which authorizes excavation and off-site disposal of impacted soil, and capping excavated areas with new asphalt. The <br /> site will continue to operate as a PG&E Service Center. <br /> Work Planned: Cleanup work will begin in late August and will last about six months.Work will take place between the <br /> hours of 7:00 a.m. and 5:00 p.m., Monday through Friday with some limited work scheduled for Saturdays and evenings. <br /> Work planned for the site includes the following: <br /> • Performing an underground utility survey to identify all piping and other underground features; <br /> • Removal and demolition of asphalt paving within six areas of the site; <br /> • Phased removal of 6,350 tons—about 275 truckloads—of soil and asphalt from depths ranging from 1 to 13 <br /> feet; <br /> • Placement of excavated soil in trucks and/or bins for off-site disposal; <br /> • Backfill and compaction of excavated areas with clean, imported soil; and <br /> • Cleanup and restoration of work areas where paving was removed. <br /> The work will include the use of major construction equipment such as excavators, backhoes, loaders, compactors, and <br /> trucks to haul soil to and from the site. <br /> Community Protection Measures: To ensure that the surrounding community is protected, all work will take place in <br /> accordance with a site-specific Health and Safety Plan, which includes the following measures to lessen off-site impacts <br /> to the surrounding community: <br /> • Dust suppression activities will be performed including limiting the size of excavated areas for easy <br /> management, spraying water onto soil and work areas, covering soil piles, and covering all trucks leaving the <br /> site; <br /> • Workers will take measures to limit noise from construction including working only during hours allowed by the <br /> City and keeping noise levels below city-allowed decibel levels <br /> • Workers will monitor noise and airborne dust during all excavation activities and throughout the daytime work <br /> schedule. <br /> Truck Route: Once loaded,trucks will be tarped,visually inspected and cleaned,and directed out of the site by traffic <br /> control personnel.The trucks will exit the site by turning right (east) onto East Grant Line Road,turn left(north) on <br /> North McArthur Drive, and will continue two blocks to the 205 Freeway. <br />
