Caltrans - Stockton Page 1 of 2
Garrett T. Backus [EH]
From: Marty Scholl [MScholl@co.calaveras.ca.us]
Sent: Wednesday, July 27, 2005 8:42 AM
To: Garrett T. Backus [EH]
Subject: RE: Caltrans - Stockton
Garrett,
I have four Caltrans resident mechanic shops. Three are on Hwy 4. Cabbage Patch and Camp Connell are both
managed by Dave Bauman in Camp Connell. He takes the majority of their equipment to Avery Tire Center,
where the casings will be picked up by Shop 10 Stockton, or by Brannon Tire. Sometimes casings will be brought
back to Camp Connell for Shop 10 Stockton to pick up. Caltrans Angels Camp, uses Nash Chevron in Angels
Camp for all tire services. They will then bring their casings and waste tires back to the local shop for Shop 10 to
pick up. My West Point shop is un-staffed, and takes all tires back to Pine Grove in Amador County.
So the only real problem tire dealer is Avery Tire Center. Ken Douglas is the owner, and his address is: 4675
Moran Rd. Avery 95224. 209-795-1941. The angels camp office did have a couple manifests at my inspection
last year. They are not due for inspection until September this year.
The real problem is that the casings are being left at the tire dealer for Shop 10 to pickup. The tire dealer has no
record of the tires being taken, and neither does the resident mechanic. All records go to Stockton, instead of on
site. There does not appear to be any manifests for loads going back to Stockton. Also, Brannon tire does not
leave any manifest or receipt. They send all paper work to Stockton. So when I inspect, I see that they have had
numerous tires changed, but no manifests or record of the waste tires being shipped or disposed of. I am asking
for Shop 10 Stockton to manifest loads and provide receipts to each local office they pick up from. I must say,
that after my inspection last year they did make a good faith effort to comply, but quickly forgot.
Call me with any questions. I think they just need to be properly educated. I know that with such a large
organization it is sometimes hard to get the right information into the day to day operator's hands. Cal Trans is
not set up for individual receipts and manifests to reside at the original location, instead everything is fed through
Stockton. Hope this helps.
Marty
-----Original Message-----
From: Garrett T. I need some info to discuss with them when I visit the Caltrans
Stockton office. Also, please describe what Caltrans is doing.
Thx,
Garrett Backus
Environmental Health Specialist
7/27/2005
