Channel Street <br /> Routine Hazardous Waste Inspection Conducted on November 1, 1999 <br /> During a Small Hazardous Waste Generator inspection conducted on November 1, 1999, <br /> Letitia Briggs, Sr. R.E.H.S. and I noted that there are several different types of hazardous waste <br /> stored on site. The hazardous waste we noted included waste oil, waste refrigeration oil, paint, <br /> solvents, and polychlorinated biphenyls (PCBs). At the time of the inspection, we asked to see <br /> the past three year's manifests for the transport of any hazardous wastes from the facility. The <br /> records were unavailable at the time of the inspection. <br /> In the inspection report dated November 1, 1999, it was stated, "Send copies of manifests for <br /> 1998-1999 to EHD by 12/l/99". <br /> On December 1, 1999 I received a Certification of Return to Compliance letter accompanied <br /> by a list of emergency equipment on site, training records and one manifest for transport of <br /> NON-RCRA hazardous waste for 1998-1999. The manifest provided is dated March 10, 1999, <br /> and is for the transport of asbestos waste. The manifest copy provided is neither signed by the <br /> transporter of the waste or the designated facility that accepted the waste. According to the <br /> California Code of Regulations (CCR) Section 66262.40(a) the generator must maintain a <br /> signed copy from the designated facility accepting the waste for three years. Please locate and <br /> submit a signed copy of the Non Hazardous Waste Data Form which was submitted,by January <br /> 3, 2000. <br /> I have not received records for transport of any of the other hazardous wastes stored on site, <br /> including waste oil, waste refrigeration oil, paint, solvents, and PCBs. Please submit in writing <br /> by January 3, 2000, copies of manifests for the shipment of these wastes to a permitted TSD <br /> facility or a description of the method and disposal location for the waste. <br /> A Division of San Joaquin County Health Care Services <br />
