EI Dorado St., French Camp Program: HW <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br /> Class II violations: (11) <br /> 11. A 5 gallon bucket of liquid was observed by the 10,000 gallon aboveground diesel tank. The lid on <br /> the bucket was broken and the liquid was overflowing. Black staining was observed around the bucket. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of <br /> hazardous waste to air, soil, or surface water which could threaten human health or the environment. <br /> Immediately clean the spill and stained areas, and manage according to Title 22 hazardous waste <br /> regulations. Take all necessary action to prevent spills in the future. Submit a statement and supporting <br /> documentation explaining how this waste was managed by June 30, 2011. <br /> REPEAT VIOLATION <br /> Notice to Comply - Minor violations: (20, 52, 85) <br /> 20. A blue 5 gallon bucket of liquid was observed without labeling. All hazardous waste containers shall <br /> be marked with the following information: <br /> 1. the words "Hazardous Waste" <br /> 2. name and address of generator <br /> 3. hazardous properties (flammable, corrosive, reactive, toxic) <br /> 4. physical state (liquid, solid) <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required <br /> information. Since it cannot be determined how long the liquid has been on site, immediately contact a <br /> licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the <br /> manifest to the EHD by June 30, 2011. <br /> 52. At the time of inspection, it could not be demonstrated (not necessarily documented) that employees <br /> who handle hazardous waste were properly trained. According to the owner, hazardous waste training <br /> has not been conducted for all employees. The generator must ensure that all employees who handle <br /> hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. <br /> Immediately provide training to all employees who handle hazardous waste and submit a copy of the <br /> training records to the EHD by June 30, 2011. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILI S SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHAlm dor: Received B Titie: <br /> EHD 23-01-003 v 08/10/10 CONTINUATION FORM <br />
