According to <br /> Erica Romero, absorbent is used to clean up spills, is placed in a bucket on site, and is then hauled by the owner to <br /> the county household hazardous waste facility. Absorbent residue and trace amounts of kitty litter absorbent were <br /> observed on the ground around stained areas, indicating recent use. No waste absorbent was observed on site. No <br /> manifests for absorbent were observed on site. Hazardous waste generators shall retain copies of all manifests <br /> signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years <br /> and have them readily available for review. Immediately locate a copy of all missing manifests and receipts for the last <br /> three years, maintain them on site, and submit copies to the EHD. <br /> This is a Class II violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> -Dark oily staining was observed on the ground around a drain near dispenser 7/8. No staining was observed <br /> indicating run off to the drain. More oily staining was observed on the ground near the drain pipe from this drain near <br /> the street. The asphalt around both area was disintegrating <br /> -Dark oily staining and a puddle of unknown liquid was observed on the ground near the aboveground diesel tank fill <br /> pipe. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately stop all <br /> disposal of fuel and oily waste to the drains on site, clean all stained areas, and manage any waste generated <br /> according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how <br /> this waste was managed. <br /> This is a Class II violation. <br /> 302 CCR 66262.34(d)(2) Failed to maintain required emergency equipment. <br /> Drums for storage of hazardous waste were not found on site. More than 50 gallons of hazardous waste liquid was <br /> found in the sumps on site and the technician had to empty a trash can for use in holding the waste. All facilities <br /> shall be equipped with an internal communication or alarm system, a device capable of calling outside emergency <br /> help, spill control equipment, and decontamination equipment at all times. Immediately provide equipment for the <br /> storage of hazardous waste liquids and solids and maintain on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by June 29, 2018. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
