West General LLC
November 21, 2006
P.G. & E Gas Compressor Facility
McDonald Island, CA
1475 Saratoga Avenue, Suite 120
San Jose, California 95129
Phone (408) 255-8644
Fax (408) 255-8677
Secondary Containment Certification
I have inspected the petroleum waste storage tank at the P. G. & E at the Gas Compress
Station on McDonald Island CA, Lat 37.98934N, Lon 121.40248W, on November 10,
2006 and find it in good condition and suitable for storing waste oil. The tank is
constructed as a double wall tank with integral secondary containment. The outer wall i
6" concrete and the inner tank is steel. The tank is fitted with a 2" black iron vent, liqui
level indicator, and secondary containment monitor. The tank is in a secure area, and is
mounted on a concrete pad. The pad shows no evidence of cracking or settling. The t
by design is secure against seismic tipping. The tank height to width aspect ratio is .7,
which means it will not tip during an earthquake. I
The tank fill line is black iron pipe, however, it is not secondarily contained. Line is
secure and in •••► condition. There is evidence • minor • seepage at the transition
fitting between the line and the tank inlet fitting. The seepage is confined two a 12 inch
diameter area on the top of the tank. There is no evidence of the any oil or leaks on the
ground or on the pad near the tank.
The tank is not fitted with overfill protection and thus should be only filled to 85% of its
operating capacity until suitable overfill protection is installed.
KID
or drip pads shall be used during these operations.
Because of the lack of secondary containment of the waste oil transfer line, the system
will have to be inspected annually until the waste oil transfer line is fitted with secondary
containment. -
