Box 388 Stockton, CA 95201-0388 RE: Pacific Gas and Electric Company's (PG&E's), McDonald Island Underground Gas Storage Facility Reported Release Closure Mr. Knoll: This letter is a follow-up to the release reported to your office and to the County OES on December 29, 1998, from PG&E's McDonald Island Underground Gas Storage Facility located near Holt. The release occurred at 1915 Hrs. The operator on duty made immediate notification to the Environmental Department at PG&E which resulted in notification to County OES and Sheriff's Dispatch at 2005 Hrs. A report was filed with Ethel at SJ General Hospital (at 2025 Hrs.) where the County Health Department's telephones rolled to when not answered. An additional notification was made to Randy Shelly of the State OES at 2015 Hrs. (OES Control # 98-5773). Approximately 15 to 20 gallons of hydraulic oil sprayed from a blown fuse plug on the hydraulic controller at Whiskey Slough Well 15 West. Upon discovery, a crew was dispatched to remove all visibly impacted soil and gravel. A confirmation soil sample was taken on January 6, 1999, results of this sample indicated that hydrocarbons remained in the soil at 18,000 mg/Kg TPH as hydraulic oil. Therefore, additional excavation was done and another sample was taken on January 26, 1999. Results of this sample (attached) indicate that most of the residual hydrocarbons were successfully removed from the soil around the Wellhead (71 mg/Kg as hydraulic oil). All excavated material was stockpiled in a roll -off bin on-site and was transported to Altamont Landfill under Non -Hazardous Waste Manifest #30781 (copy attached) on March 2, 1999.
