Box 388 <br />Stockton, CA 95201-0388 <br />RE: Pacific Gas and Electric Company's (PG&E's), McDonald Island <br />Underground Gas Storage Facility Reported Release Closure <br />Mr. Knoll: <br />This letter is a follow-up to the release reported to your office and to the <br />County OES on December 29, 1998, from PG&E's McDonald Island <br />Underground Gas Storage Facility located near Holt. <br />The release occurred at 1915 Hrs. The operator on duty made immediate <br />notification to the Environmental Department at PG&E which resulted in <br />notification to County OES and Sheriff's Dispatch at 2005 Hrs. A report <br />was filed with Ethel at SJ General Hospital (at 2025 Hrs.) where the County <br />Health Department's telephones rolled to when not answered. An <br />additional notification was made to Randy Shelly of the State OES at 2015 <br />Hrs. (OES Control # 98-5773). <br />Approximately 15 to 20 gallons of hydraulic oil sprayed from a blown fuse <br />plug on the hydraulic controller at Whiskey Slough Well 15 West. Upon <br />discovery, a crew was dispatched to remove all visibly impacted soil and <br />gravel. A confirmation soil sample was taken on January 6, 1999, results of <br />this sample indicated that hydrocarbons remained in the soil at 18,000 <br />mg/Kg TPH as hydraulic oil. Therefore, additional excavation was done <br />and another sample was taken on January 26, 1999. Results of this <br />sample (attached) indicate that most of the residual hydrocarbons were <br />successfully removed from the soil around the Wellhead (71 mg/Kg as <br />hydraulic oil). <br />All excavated material was stockpiled in a roll -off bin on-site and was <br />transported to Altamont Landfill under Non -Hazardous Waste Manifest <br />#30781 (copy attached) on March 2, 1999. <br />
