EVALUATION OF DISCHARGE POTENTIAL <br /> The SPCCP includes an evaluation of any discharge potential to adjoining shorelines <br /> and/or navigable waters. <br /> 2.10.1 . Distance to Navigable Waters and Adjoining Shorelines and Flow Paths <br /> The Facility is located on relatively level terrain. Drainage generally flows towards the <br /> center of the Facility, or towards the west in centrally located concrete swales, then <br /> northwest. <br /> The facility was constructed with the AST system (fuel, oil and waste oil storage) within <br /> a 100 foot by 70 foot secondary containment pad with collection into a three-stage oil <br /> water separator, draining into the City of Manteca sewer system. MVE is responsible to <br /> prevent and abate oil spills with intent not to discharge petroleum into the municipal <br /> sewer system; the secondary containment drainage pad does not discharge to the <br /> public nor private stormwater system connected to a surface water body. <br /> The Facility drainage travels through subsurface pipe and centrally located concrete <br /> swales to a surface water retention pond at the western end of the Facility. <br /> Spill trajectories are indicated on Figure 2. <br /> There is one main storm drain located on-site, at the western end of the Facility. <br /> Approximately 95 percent of the Facility's ground surface area is concrete; asphalt <br /> paved or has structure roof cover. The remainder consists of soil, compacted gravel, <br /> grass and low-lying vegetation. <br /> 2.10.2. Discharge History <br /> The Facility has not had any discharges since the last revision of this SPCCP. Table 4 <br /> summarizes the Facility's discharge history. <br /> 3.0. DISCHARGE PREVENTION - GENERAL SPCC PROVISIONS <br /> The following measures are implemented to prevent oil discharges during the handling, <br /> use or transfer of oil products at the Facility. Oil-handling employees have received <br /> training in the proper implementation of these measures. <br />
