16
4.0 CONCLUSIONS AND RECOMMENDATIONS
Based on the results of previous corrective action investigations and the present evaluation
Ramage Environmental concludes that
' • Gasoline constituents have never been detected in the on-site water supply well In
addition, gasoline constituents have never been detected above water quality goals in any
of the monitoring wells at the site, and have not been detected at all during the previous
' four consecutive calendar quarters
' * High concentrations of MTBE initially detected in soil below the western dispenser island
have been removed by excavation
' • Data analysis indicates that natural attenuation processes appear to be occurring, and
may be expected to continue to reduce concentrations of petroleum hydrocarbons in soil
' over time Given that the release appears to be old, that the site is capped, and that a
buffer of approximately 65 feet of soil exists above the groundwater table, the gasoline
hydrocarbons remaining in soil should not impact groundwater above water quality goals
Other sensitive receptors are not likely to be impacted by hydrocarbons remaining at the
' site
Based on the above conclusions, Ramage Environmental recommends that EHD and CVRWQCB
consider the site for a finding of no further action Upon CVRWQCB concurrence with a finding of
no further action, remaining tasks should include properly abandoning the monitoring wells, and
' disposing of any investigation-derived waste remaining at the site
1
17
