Remediation Report - 152 East 1 Ith Street, Tracy, California Page 8 <br /> The results from the November 15, 1995 round of groundwater sampling and analysis <br /> were used to support an application for authorization to discharge, under the terms of <br /> National Polluted Discharge Elimination System (NPDES) Permit No CA0082929, any <br /> treated groundwater that it might be necessary to generate to effect the remediation <br /> program That application was submitted to the CRWQCB California, on February 12, <br /> 1996 in the form prescribed by that agency's Order No 92-150 The CRWQCB approved <br /> the application and authorized the discharge under General Order No 92-15025 on March <br /> 7, 1996 <br /> DEMOLITION AND SITE CLEARANCE <br /> In December 1995, preparatory to remediation, authorization to temporarily close the <br /> sidewalk on the F Street frontage of the 152 East I Ith Street property and to encroach <br /> onto the sidewalk on the East 11th Street frontage, as was necessary to implement the <br /> remediation program, was obtained from the City of Tracy who issued an encroachment <br /> permit for that purpose A demolition permit was also obtained from the City of Tracy to <br /> authorize demolition of the structures on the property <br /> Underground utilities situated beneath the site and the adjacent streets were located and <br /> marked by the United Services Agency (USA) Water, electricity and gas services to the <br /> site were shut off by the concerned utility providers <br /> When the requisite permits had been obtained the building that had, prior to the 1978 <br /> purchase of the site by the Navarras, served as an automobile-service shop and gas-station <br /> office was demolished, together with the associated fore-court canopy and other, minor <br /> site infrastructure Except for small quantities of general debris, that were disposed at a <br /> permitted landfill, all of the material generated by the demolition, including structural steel, <br /> bricks, metal siding, concrete from foundations and slabs and bituminous macadam paving <br /> were carefully segregated by type and shipped to appropriate facilities for recycling in <br /> beneficial use <br /> SEALING OF MONITORING WELLS <br /> Before remedial excavation work was initiated, groudwater-quality monitoring wells <br /> NAV-I and NAV-3 were sealed from bottom to top with tremied Portland-cement grout <br /> These wells were within the area from which contaminated soil was to be excavated Their <br /> locations are shown on Figure 2 They were destroyed under the oversight of the SJCPHS <br /> that issued Permit No 008536 for the work on February 12, 1996 The required well <br /> destruction records have been filed with the California Department of Water Resources <br /> ' <br /> REMEDIAL EXCAVATION <br /> The site was secured by a six-foot high chain link fence and excavation to remove <br /> contaminated soil from beneath the site began on February 13, 1996 A Komatsu PC2000- <br /> LC-5 excavator equiped with a 44-in bucket, supported by a Case 821 front loader with a <br />
