Remediation Report - 152 East 11th Street, Tracy, California Page 2 <br /> BACKGROUND <br /> This report on remediation has been prepared following completion of corrective action at <br /> the property at 152 East Eleventh Street, Tracy, California, where the subsurface had been <br /> found to be affected by fuel hydrocarbons which were suspected to have leaked from an <br /> underground storage tanks previously located on the property As is described later in this <br /> report, when an excavation was opened to remove contaminated soil from beneath the <br /> site, it was discovered that the leaking tanks were, in fact, located off site, beneath the <br /> public street on City of Tracy property <br /> Site Location <br /> shown on Figure 152 East 11th Street in Tracy is at the location 1 It is bounded on the <br /> 1 north and east by public streets - East 11th Street and F Street respectively - onto which <br /> it fronts It is bounded on the south side by private property at 1031 F Street and on the <br /> west side by the private property at 124 East 1 lth Street The property boundaries are <br /> shown on the site plan on Figure 2 <br /> Site Code <br /> The San Joaquin County Public Health Services, Environmental Health Division <br /> (SJCPHS) has established the following identifier for the 152 East 11th Street site <br /> Site Code 9021 <br /> Histoiry <br /> The property at 152 East 1 lth Street was used as a gasoline station from the 1930s or <br /> earlier until 1978 Over that period, the station was operated by a number of entities that <br /> included Benny's Signal Service Station, Coffey's Signal Service Station, Bob's Enco Gas <br /> Station and Terrible Herbst Inc Terrible Herbst Inc installed one 10,000 gallon and two <br /> ),000 gallon underground storage tanks in 1972 <br /> Mr and Mrs Carl Navarra and Mr and Mrs Albert Navarra (the Navarras) purchased the <br /> property in December 1978 from the San Diego Armour Oil Company No fuel dispensing <br /> or service station operations have been conducted on the site since it was purchased by the <br /> Na-varras Prior to July 1994, when the lease was relinquished, the property was occupied <br /> ' by Russell's Flower Pavilion, a small business enterprise Finally, for a short period prior to <br /> the start of remediation work in December 1995, the site was in temporary use by the <br /> RAS Car Wash that conducts an automobile detailing service on the neighbonng property <br /> at 124 East 1 lth Street <br /> In April 1984, the three underground fuel-storage tanks described above were removed <br /> from the site under the permit and oversight of the City of Tracy Witnesses present at the <br /> time report that there were no visual or olfactory indicators of fuel hydrocarbons having <br />
