Corrective Action Plan Page 9 <br /> 0 On August 14th 1992, the CRWQCB found, inter alfa, that pumping and <br /> treatment of groundwater contaminated by hydrocarbon fuels by air stripping <br /> and/or carbon adsorption can dependably remove constituents of concern so <br /> that the pumped groundwater can be safely discharged to surface waters (Ref 1 ) <br /> To facilitate remediation programs, the CRWQCB issued Order No 92-150 - <br /> "General Order for Discharge of Ground Water from Cleanup of Petroleum Fuel <br /> Pollution to Surface Waters" The effect of the order was to issue NPDES Permit <br /> No CA0082929 under the United States Environmental Protection Agency's <br /> (EPA) Consolidated Permits Program The permit controls discharges of pumped <br /> groundwater affected by hydrocarbon fuels that has been treated by air <br /> stripping and/or carbon adsorption <br /> ❑ Discharges permitted under CRWQCB Order No 92-150 are restricted to <br /> those that comply with the provisions of the order, including its specific limitations <br /> on the concentrations of components of hydrocarbon fuels in the released water <br /> and maximum discharge flow rates (Discharge rates are generally limited to 50 <br /> gpm and discharges in excess of 100,000 gallons per day are prohibited ) <br /> ❑ City of Tracy Ordinance No 898 C S , adopted on March 15th 1994, prohibits <br /> any operation that generates noise in excess of 65 decibels (dB) at, or beyond, the <br /> property boundary in a commercial district and restricts the operation of a broad <br /> class of noise-generating, construction equipment to the hours between 7 00 AM <br /> and 10 00 PM (Ref 2) <br /> ❑ The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) <br /> Rule 2020, as amended on October 21 st 1993, limits uncontrolled emissions of <br /> volatile organic compounds (VOCs)to the air from groundwater treatment <br /> systems to 2 pounds in any 24 hour period (Ref 6) <br /> Consideration of Alternate Remedial Technologies <br /> tThe applicability of a variety of site management and remediation technologies to the site- <br /> specific conditions was considered when the original corrective action plan for the subject <br /> property was prepared (Ref 14) These included no active remedial action (monitoring <br /> only), excavation and treatment of contaminated soil, groundwater recovery and <br /> treatment, various technologies based on vacuum extraction and bio-venting and several <br /> combinations of technologies that were possible candidates for application at this site <br /> Although the concentration of components of gasoline in groundwater recovered from the <br /> wells on the subject property have markedly decreased since contamination of the <br /> subsurface was discovered (see Table 3), management of the site by regular groundwater <br /> monitoring without any active remedial action was judged to be unacceptable in the <br /> context of regulatory concern <br />
