Corrective Action Plan Page 41
Monitoring Program Revisions
It can be anticipated that as data is obtained from each successive round of sampling,
analysis of the total compilation of groundwater-quality data may indicate that adjustment
to the frequency of sampling, or the number, or locations of the sampling points should be
M, considered to ensure that the objectives of the monitoring program continues to be met in
a cost-effective manner The total groundwater-quality data base will be reviewed
following each round of sampling If changes are fudged advisable, appropriate
recommendations will be made However, no changes to the plan will be implemented
without consultation with the SJCPHS
It is specifically anticipated that, if any routine sampling of the monitoring wells shows
that the water recovered from each of the monitoring wells contains no detectable
concentration of components of gasoline, or the concentrations present are only trace
amounts, that the frequency of sampling will be increased to quarterly (i a four times per
year) This will permit a detailed review of seasonal variations, if any, in groundwater
quality and, if appropriate, preparation of an application for closure of the property as the
site of an unauthorized release of fuel hydrocarbons
PERMITTING
The following permits and authorizations will be obtained for implementation of the
remediation program The concerned permitting agency is noted in parentheses following,
each permit or authorization required
❑ Encroachment Permit (City of Tracy)
❑ Demolition Permit (City of Tracy)
❑ Well Destruction Permit (Prior to Remedial Excavation) (SJCPHS)
❑ Authorization for Uncontrolled Soil Aeration (SJVUAPCD)
❑ Authorization to Discharge Treated Groundwater to Storm Sewer
(City of Tracy)
❑ Authorization to Discharge Treated Groundwater under
NPDES Permit No CA0082929 or other applicable permit
procedure (CRWQCB)
❑ Waste Generator's Pe rrnit (CEPA)
)
❑ Well Construction Permit (Replacement Wells) (SJCPHS)
❑ Well Closure Permit (at Site Closure) (SJCPHS)
1
