Petroleum Underground Storage Tank Cleanup Fund <br /> The present property owners, Mr and Mrs Albert Navarra and Mr and Mrs Carl <br /> Navarra (the Navarras) have applied to the California State Water Resources Control <br /> Board under the Petroleum Underground Storage Tank Cleanup Fund for a grant to meet <br /> the cost of investigating and remediating the site During the reporting period, the staff of <br /> the Board requested supplemental information related to the history of the site and certain <br /> information related to the Navarras' financial status The requested information was <br /> provided <br /> Search for Dischargers Responsible for Release of Hydrocarbons <br /> The Navarras' attorney, Jerry D Hall Esq , attempted to locate and determine the legal <br /> status of the several entities that owned and operated fuel dispensing facilities and service <br /> stations at the 152 East 11th Street site prior to its ownership by the Navarras, who have, <br /> at no time, operated any facilities involving use of fuel hydrocarbons or similar materials <br /> on the property <br /> The owner of the site immediately prior to its purchase by the Navarras, in December <br /> 1978, was the San Diego Armour Oil Company That company as not been responsive to <br /> requests for assistance, but their legal address has now been established Information <br />. provided by the State Water Resources Board, Division of Clean Water Programs <br /> indicates that San Diego Armour Oil have also been effectively unresponsive to letters and <br /> invoices for oversight fees sent to them by that agency Despite being notified that they <br /> have been listed by the regulatory agencies as the last owner/operator of the tanks <br /> formerly located on the property, they have made no meaningful response They have only <br /> notified the Water Resources Board of the name and address of the tenant currently <br /> occupying the property The tenant operates a flower shop and has no responsibility for <br /> the contamination that has been found <br /> WORK IN PROGRESS <br /> The following work is in progress <br /> Groundwater Quality Monitoring <br /> A program of groundwater quality monitoring for the 152 East 1 ith Street site has been <br /> established according to the Groundwater Sam - Prosy at 152 East 11th. <br /> Street,Tracy, California that has been approved by the SJCPHS The next sampling round <br /> called for by the plan is to coincide with the end of the annual wet season and is currently <br /> scheduled for late February 1994 <br />
