Quarterly Report - 152 East 11th Street, Tracy Page 3 . Petroleum Underground Storage Tank Cleanup Fund The present property owners, Mr and Mrs Albert Navarra and Mr and Mrs Carl Navarra (the Navarras) have applied to the California State Water Resources Control Board under the Petroleum Underground Storage Tank Cleanup Fund for a grant to meet the cost of investigating and remediating the site During the reporting period, the staff of the Board requested supplemental information related to the history of the site and certain information related to the Navarras' financial status The requested information was provided Search for Dischargers Responsible for Release of Hydrocarbons The Navarras' attorney, Jerry D Hall Esq , attempted to locate and determine the legal status of the several entities that owned and operated fuel dispensing facilities and service stations at the 152 East 11th Street site prior to its ownership by the Navarras, who have, at no time, operated any facilities involving use of fuel hydrocarbons or similar materials on the property The owner of the site immediately prior to its purchase by the Navarras, in December 1978, was the San Diego Armour Oil Company That company as not been responsive to requests for assistance, but their legal address has now been established Information . provided by the State Water Resources Board, Division of Clean Water Programs indicates that San Diego Armour Oil have also been effectively unresponsive to letters and invoices for oversight fees sent to them by that agency Despite being notified that they have been listed by the regulatory agencies as the last owner/operator of the tanks formerly located on the property, they have made no meaningful response They have only notified the Water Resources Board of the name and address of the tenant currently occupying the property The tenant operates a flower shop and has no responsibility for the contamination that has been found WORK IN PROGRESS The following work is in progress Groundwater Quality Monitoring A program of groundwater quality monitoring for the 152 East 1 ith Street site has been established according to the Groundwater Sam - Prosy at 152 East 11th. Street,Tracy, California that has been approved by the SJCPHS The next sampling round called for by the plan is to coincide with the end of the annual wet season and is currently scheduled for late February 1994
