� L 7 , <br /> Sampling Plan- 152 East 11th Street, Tracy, CA ' 4age 2 <br /> MAY 14 1993 <br /> INTRODUCTION ENVIRONMENTAL HEALTH <br /> This document has been prepared in response to a request by the San Joaquin County <br /> Public Health Services, Environmental Health Division (SJCPHS) to develop a sampling <br /> plan for monitoring groundwater quality beneath property at 152 East 11th Street, Tracy, <br /> California and beneath surrounding areas that have been affected by releases of <br /> hydrocarbon fuels into the subsurface from underground storage tanks previously located <br /> on the subject property and on nearby sites <br /> The plan provides for periodic analysis of groundwater samples recovered from existing <br /> wells located on the subject property at 1.52 Eat 11th Street, at the Beacon Station at 153 <br /> East 11th Street (which is to the north and directly across the street) and in adjacent areas <br /> of the public streets together with samples from additional wells which are to be installed <br /> according to a workplan that has been approved by the SJCPHS <br /> SITE LOCATION <br /> The subject property is situated at No 152 East 11th Street, Tracy, Cahfonva This <br /> location is shown on Figure 1 A plot plan is presented as Figure 2 <br /> BACKGROUND <br /> The property at 152 East 11th Street was operated as a gasoline station from <br /> approximately 1946 until 1978 Over that pend, the station was operated by a number of <br /> entities that included Benny's Signal Service Station, Coffey's Signal Service Station, <br /> Bob's Enco Gas Station and Terrible Herbst Inc Terrible Herbst Inc installed one 10,000 <br /> gallon and two 3,000 gallon underground storage tanks in 1972 <br /> Mr and Mrs Carl Navarra and Mr and Mrs Albert Navarra (the Navarras) purchased the <br /> property m December 1978 from the San Diego Armour Oil Company No fuel <br /> dispensing or service station operations have been conducted on the site since that thine <br /> The property is now occupied by Russell's Flower Pavilion <br /> In April 1984, the three tanks described above were removed from the site under the <br /> permit and oversight of the City of Tracy No soil or groundwater samples were taken at <br /> the time the tanks were removed <br /> In 1988 a site investigation, that included installation of monitoring wells, indicated that <br /> groundwater beneath the property is affected by hydrocarbon fuel components <br /> Subsequent investigation of the site and adjacent property has been made under the <br /> regulatory oversight of California Regional Water Quality Control Board - Central Valley <br /> Region (RWQCB) and the SJCPHS The scope and findings of these investigations are <br /> summanzed in the following sections <br />
