Box 8719 <br /> Stockton CA 95208 <br /> Reply to Sumiden Wire Products Corporation's Return to Compliance Notice received January 18,2000 <br /> Subject: November 17, 1999,PBR(Permit By Rule)inspection <br /> Dear Mr. Mannor, <br /> On January 18,2000, I received the PBR(Permit by Rule)Certification of Return to Compliance. My <br /> review of the submittals revealed the information(Item#28)to be completed about the recycling of <br /> Ferrous Sulfate has not been submitted by Sumiden. The recycling information was requested during the <br /> November 17, 1999 PBR inspection. The form was returned with information of the onsite recycling of <br /> sulfuric acid only. Section 25143.2(c-2A)HSC. <br /> A second recycling form for the Ferrous Sulfate also needs to be completed. The second recycling form <br /> shall indicate Sumiden as the generator and shall include the information required by Section 25143.2 (f) <br /> (1)(A-B)(2)(3)and Section 25143.10(a)concerning the recycler(s). The information shall include any <br /> treatment performed,company name and address,prior to the use of the recycled Ferrous Sulfate as water <br /> treatment(95%),and the use of Ferrous Sulfate in precipitating out cyanide in mining waste(5%). <br /> During the November 17, 1999 inspection, I showed Mr.Mannor a copy of the Department of Toxic <br /> Substances Control(DTSC)Report of Violations dated August 1, 1995, and mailed to Sumiden Chief <br /> Engineer, Mr.Toshihinko Niki. Mr. Mannor stated he had not seen the Report prior to the November <br /> Inspection. I gave Mr. Mannor a copy of the Report. <br /> The DTSC Report of Violations(1995)cited labeling requirements including the accumulation start date <br /> were not being met. During the November 17, 1999 Inspection Ferrous Sulfate Bags did not have <br /> accumulation start dates.Acc <br /> There was no information submitted On August 1, 1995 the Department of Toxic Substances Control,sent <br /> a letter to Mr. Toshihiko Niki citing violations of the hazardous waste statutes and regulations which were <br /> not cited in the original inspection report left with Neil Hanlon on July 13, 1995. <br /> Violation found during the November 17, 1999 inspection continuing from the July 13, 1995 <br />
