Reviewed PE 2546 MANZO <br /> 24 min complaint information received from Cesar Ruvalcaba earlier that day for the SC 977 <br /> same facility. Reviewed spill notification Cal OES Control#:19-0878, the reported <br /> quantity and material appears to be slightly different than that on our complaint. <br /> Called responsible party Michael Hein at 209-815-5001, left a voice message <br /> asking for a call back. Send an email in response to the received spill report, <br /> notifying EHD that this appears to be a duplicate notification and that I am <br /> following up on it. 5:45 pm: received a call back from Michael Hein, he confirmed <br /> that they only had one spill and its a duplicate notification. (24 minutes total) <br /> 02/06/2019 Initial call received at approximately 1:00 pm. Called the reporting party Rigo PE 2546 RUVALCABA <br /> 120 min Garcia, Stores Controller for Con-Fab California, LLC. Rigo confirmed the SC 544 <br /> information on the spill report made to the EHD. He stated that a tote containing <br /> WDRA 64, a concrete water reducer/retarder, had been punctured and it contents <br /> had leaked. The total capacity of the tote was said to be 175 gallons and it was <br /> estimated that 100 gallons was released. The spill had been contained with sand <br /> and the facility was in the process of performing the cleanup. Arrived on site with <br /> trainee Jason Gaitan at approximately 1:30 pm. We met with Rigo Garcia and <br /> Mike Hein, President of Con-Fab. They confirmed the information that had already <br /> been gathered and took us to the site of the spill. A large pile of what was said to <br /> be contaminated sand and soil was observed on a concrete area. The pile was <br /> covered in plastic. The site were the spill had occurred was observed with soil <br /> which was contaminated. The facility acknowledged that more soil had to be <br /> removed. The facility was told not to back fill the area before contacting the <br /> environmental health department. The facility provided an internal spill report. The <br /> facility stated that ACT environmental would drop off bins the next day for the <br /> waste to be stored and while it was profiled. Arrived at office at approximately 3:00 <br /> pm. <br /> Created Prop 65 <br /> Filled out fields of the compliant form with new information. <br /> 02/07/2019 At 9:15am Jason Gaitan and I responded to follow up with clean-up. We arrived PE 2546 SAEED <br /> 96 min onsite at 9:35am, and met with the Store Controller, Rigo Garcia and the president SC 544 <br /> of the company Mike Hein. Clean-up was complete. We inspected the final <br /> clean-up and took photos. Portion of the generated contaminated waste was <br /> placed inside two bins left onsite for farther hazardous waste determination. The <br /> remaining waste was placed on a plastic sheet at yard until two more bins arrives <br /> onsite. Discussed labeling the bins with Rigo and sending EHD photos of the bins <br /> with proper labeling. Disposal records will be sent with 30 days. We left the site <br /> 10:03am and arrived at the office at 10:25am. Completed the photo log and <br /> emailed to Cesar Ruvalcaba with EHD. <br /> Received two photos from Rigo indicating that they labeled the bins. I printed a <br /> copy for Cesar. <br /> 02/07/2019 Calls to facility to get an update on the cleanup. Updated inspector that was to visit PE 2546 RUVALCABA <br /> 60 min facility to confirm cleanup. Photo log. SC 007 <br /> 04/08/2019 Emailed RigoG@confabca.com for copies of disposal records.
