In addition, <br /> California Code of Regulations 2636(a) states that, piping connected to tanks, which were installed after July 1, 1987, shall <br /> have secondary containment that complies with the requirements of section 2631 for new underground storage tanks. <br /> By January 1, 2003, underground storage tank owners and operators were required to have their secondary containment <br /> systems tested[California Code of Regulations(CCR) Section 2637(a)]. <br /> This notice is to inform you that San Joaquin County Environmental Health Department(EHD)received the above <br /> referenced facility secondary containment test results. It has been noted that a failure has occurred within your secondary <br /> containment system.In accordance with State Water Regional Control Board policy LG 160, EHD required repairs to be <br /> made within 120 days of the original test date.If this system was not repaired within 120 days from the original test date <br /> then an application to remove the underground storage tank component that failed should be submitted to this office <br /> within 30 days of the date of this letter.A statement explaining the scope of work for the secondary containment repair <br /> must be submitted to this department prior to beginning any repair.A permit from this office is required prior to <br /> commencing work/breaking concrete.Consult with EHD for advice on permit requirements. <br /> In addition, this office must be notified 48 hours in advance of performing the official retest of the secondary containment <br /> system. If notification is not made to this office prior to testing the results will not be accepted. Results from this testing <br /> must be received by this office within 30 days after performing the test. <br /> It should be noted that this facility's underground storage tank operating permit will not be issued or may be revoked to <br /> owners/operators who can not demonstrated that their secondary containment systems are structurally sound. And you shall <br /> not operate an underground storage tank system without a permit[Health&Safety Code(HSC)Section 25284]. <br /> As of this date,this office has not received one(or more)of the following: <br /> ❑ Scope of work performed to repair secondary containment failure <br /> ❑ Permit to repair ust system prior to retest <br /> ❑ Notification of secondary containment retest after repairs have been made <br /> ❑ Application to remove and replace the ust or component that could not be pass <br /> If you have any questions regarding this matter please contact Doug Wilson, Supervising Registered Environmental Health <br /> Specialist at(209)468-3446. <br /> Thank you, <br /> Doug Wilson <br /> Supervising REHS <br />
