Mr. Nathan Esformes -2- 23 August 1996 <br /> Section C of the WDRs requires, "For purposes of comparison, background water quality shall <br /> be determined by monitoring wells upgradient of the individual disposal areas and when <br /> background monitoring provides sufficient data." If background wells are not installed, it will <br /> be assumed that background concentrations of THMs are nondetectable. Thus, it will be <br /> acceptable to use MW-1, which is downgradient of the spray field, to indicate changes in ground <br /> water quality resulting from discharges to the spray field. However, Triple E must propose a <br /> statistical procedure to determine concentrations of THMs, total dissolved solids, and standard <br /> minerals and values of specific conductance which will indicate an increase above background <br /> concentrations in MW-1. <br /> Section C of the WDRs also requires Triple E to determine background water quality for waste <br /> constituents other than chloroform for the aeration pond disposal area. Triple E must propose a <br /> � nnethod to determine background concentrations of waste constituents other than chloroform for <br /> thelt" on pond and a method of monitoring for exceedances of the limit. <br /> 5.
