Box 239 <br /> Tracy, CA 9537 <br /> GROUND WATER REMEDIATION PLAN, TRIPLE E PRODUCE, TRACY, SAN JOAQUIN <br /> COUNTY <br /> I have reviewed the June 1993 report entitled Ground Water Remediation Plan submitted by PC <br /> Toxic Inc. for the Triple E Produce facility in Tracy. I have discussed the following comments with <br /> Pieter Crosby of PC Toxic Inc. <br /> Several erroneous statements are made in the work plan. Regarding the statement that the "RWQCB <br /> has determined that the contamination has been characterized by the eight monitoring wells," I refer <br /> you to my 3 June 1993 letter to you. I made it clear in that letter that if chloroform levels in MW- <br /> 7, currently approximately twice the cleanup goal of 4.5 ug/l, increase further or do not decrease, it <br /> will be necessary to install an additional monitoring well downgradient of MW-7 to determine the <br /> lateral extent of ground water contamination. <br /> The work plan also states the Regional Board "...has agreed to accept cleanup levels somewhere <br /> between 4.5 ug/l and 100 ug/l (chlorinated drinking water standard), if information is supplied that <br /> levels have stabilized and continual treatment will result in significantly higher remediation costs <br /> without a significant reduction in chloroform levels." It is further stated "The site will be <br /> considered remediated and no further treatment will be required when ..... chloroform levels have <br /> reached 4.5 ug/l or have stabilized below 100 ug/l." The Board has not agreed to accept cleanup <br /> levels "somewhere" between 4.5 and 100 ug/l. The remediation efforts will be evaluated based on <br /> consideration of the levels achieved versus economics and technology applied, as well as best <br /> available technology. If the technology applied cannot achieve cleanup levels similar to those to be <br />
