Regarding bioremediation as a treatment alternative, we have received <br /> a letter from Triple E' s consultant, AGRO Environmental Services, proposing <br /> such a treatment method. We have agreed to meet with Triple E' s consultants <br /> on 7 May 1993 to discuss this approach. The meeting will take place at <br /> 10:30 a.m. at the Regional Board office in Sacramento, if you are interested <br /> in attending. <br /> In reference to your concern about the chloroform cleanup level to which the <br /> Board and Triple E have agreed, the Board' s policy is to choose either <br /> background levels or the most restrictive of water quality goals as an initial <br /> cleanup goal . There are several cleanup goals for chloroform, the most <br /> restrictive being the U.S. EPA National Ambient Water Quality Criteria <br /> one-in-a-million cancer risk level of 0.19 ug/l and the least restrictive <br /> being the California Department of Health Services primary maximum contaminant <br /> level (MCL) of 100 ug/l . A level of 100 ug/l is typically allowed for <br /> drinking ,.,ater where the --ter has undergone chlorine treatment to remove <br /> bacteria. The reasoning behind this is that the benefit of chlorination <br /> outweighs the negative impacts of allowing chloroform levels to exceed the <br /> one-in-a-million cancer risk. However, where there is no benefit associated <br /> with the chloroform levels exceeding background, the initial cleanup goal is <br /> to be either background concentration or as a maximum, the most restrictive of <br /> water quality goals. <br /> Because achieving background or the 0.19 ug/l one-in-a-million cancer risk is <br /> economically infeasible, the Board and Triple E agreed on an initial cleanup <br /> goal of 4.5 ug/1 . This concentration is the California Proposition 65 <br /> Regulatory Level . If some time after remediation has begun and it is <br /> determined that such a level is no longer technologically or economically <br /> feasible to achieve, then the cleanup goal will be reevaluated. <br /> (I 2glo� <br />
