REVIEW OF QUARTERLY MONITORING REPORT AND GROUND WATER INVESTIGATION PROGRAM
EVALUATION, THIRD QUARTER 1991, TRIPLE E PRODUCE, TRACY, SAN JOAQUIN COUNTY
I have reviewed the "Quarterly Monitoring Report and Ground Water Investiga-
tion Program Evaluation, Third Quarter 1991 , " for Triple E Produce in Tracy.
I do not agree with your consultant's conclusion that the limits of chloroform
contamination have been defined by the investigation or with his recommenda-
tion that further investigation is not needed.
As your consultant concludes, monitor wells MW-1 , MW-3, and MW-5 do define the
southern, eastern, and western boundaries, respectively, of the chloroform
contamination. However, MW-6 does not define the northern extent of the
contamination. Contaminant boundaries are defined by nondetectable levels of
contaminants. The 21 µg/l and 14 ug/l chloroform detected in MW-6 show that
the northern boundary has not been defined.
Your consultant' s recommendation to monitor the seven wells for another year
before remedial action is taken is unacceptable. There is no reason to delay
further investigation or plans for remedial action. The northern extent of
the chloroform contamination should be determined before remedial action is
started, but alternatives for remediation can be considered while further
investigation is conducted to determine the extent of the contamination.
By 19 February 1992 you are required to submit a work plan to determine the
northern extent of the contamination and to evaluate alternatives for remedial
action.
If you have any questions, please call me at (916) 361-5649.
POLLY LOWRY
Associate Engineering Geologist
PAL:mdm
cc: San Joaquin County Public Health Services, Stockton
Mr. Paul Sundberg, Weston, Escalon
