P <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2003-0806 <br /> FOR <br /> TRIPLE E PRODUCE CORPORATION <br /> TRACY, SAN JOAQUIN COUNTY <br /> Triple E Produce Corporation(Discharger) is a fresh tomato packing company at 8690 West <br /> Linne Road in Tracy(site). Wash water from the processing plant was discharged to an <br /> infiltration pond, which resulted in chloroform pollution in the groundwater. In 1996, Triple E <br /> began extracting groundwater from two extraction wells and discharging it to an aeration pond. <br /> The extraction of groundwater ceased in May 2000. In July 2002, a No Further Remedial Action <br /> was issued, and all but two of the monitoring wells were abandoned due to impending <br /> development. Groundwater is about 65 feet below ground surface. Groundwater in one of two <br /> remaining wells is monitored to evaluate plume trends and migration. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to monitor plume migration. Existing data and <br /> information about the site show the presence of chloroform emanating from the property <br /> resulting from the Discharger's past operation. The Discharger shall not implement any changes <br /> to this MRP unless and until a revised MRP is issued by the Executive Officer. This MRP <br /> replaces the requirements listed in MRP No. R5-2002-0810, which was issued on 19 April 2002. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall <br /> be added to the monitoring program and shall be sampled and analyzed according to the schedule <br /> below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are two monitoring wells. Monitoring of MW-1 is required by <br /> Waste Discharge Requirements Order No. 99-123. The groundwater monitoring program for <br /> MW-7 and any wells installed subsequent to the issuance of this MRP, shall follow the schedule <br /> below. Sample collection and analysis shall follow standard EPA protocol. <br /> EPA Analytical Max. Detection Sampling <br /> Constituents Method Limits Frequency <br /> Total Trihalomethanes 502.2 0.5 µg/1 Annually, <br /> ' For nondetectable results. <br /> 2 Wells shall be sampled annually during the fourth calendar quarter. <br />
