The <br /> Closure Request is based on the remediation work performed at the site. <br /> The groundwater became polluted with chloroform at concentrations up to 1,900 micrograms per liter <br /> (µg/l) from the discharge of wash water from the processing plant to an infiltration pond, which is the <br /> source area. From 1996 to 2000, Triple E extracted groundwater and discharged it to the infiltration <br /> pond. In June 2000, Triple E shut down the groundwater extraction system with concurrence from <br /> Board staff because the discharge to the infiltration pond was continuing to flush chloroform into the <br /> groundwater, which is at about 65 feet below ground surface (bgs). Only one of the nine site monitoring <br /> wells is on Triple E property. In March 2002, Triple E abandoned seven of the offsite monitoring wells <br /> due to construction activities for a new housing development. <br /> Triple E is requesting no further action status for the site and lists the following as rationale for this <br /> request: <br /> 1. Triple E has voluntarily investigated the site since 1989 with no enforcement orders. <br /> 2. The chloroform plume is delineated and decreasing, which is evident by decreasing <br /> concentrations in the furthest downgradient monitoring well, MW-7, and by concentrations <br /> decreasing from a high of 1,900 µg/l in April 1990 to 17 µg/1 in March 2002 in monitoring well <br /> MW-4A. <br /> 3. Triple E extracted groundwater for four years until Board staff concurred with its shutdown due <br /> to increasing chloroform concentrations in monitoring well MW-1, which was from the discharge <br /> to the infiltration pond. <br /> 4. The site is under Waste Discharge Requirement Order No. 99-123 (WDR) for the process <br /> wastewater discharge, which requires annual sampling of monitoring well MW-1. <br /> 5. There are no surface water bodies nearby. <br /> 6. Concentrations in monitoring wells are below health risk assessment numbers as calculated using <br /> the Tier I and Tier H Risk Based Corrective Action Human Health Risk Analysis and compared <br /> to the Office of Environmental Health Hazard Assessment no significant risk levels. <br /> 7.
