Box 239 Q' <br /> Tracy, CA 95378 <br /> MONITORING AND REPORTING PROGRAM No. R5-2002-0810, TRIPLE E <br /> PRODUCE, TRACY, SAN JOAQUIN COUNTY <br /> We have reviewed the 15 April 2002 facsimile(Fax) that provides comments onithe draft <br /> Monitoring and Reporting Program (MRP) submitted by Condor Earth Technologies, Inc. on <br /> behalf of Triple E Produce (Triple E) for the facility at 8690 West Linne Road in Tracy(site). The <br /> Fax includes 16 comments with requests for revisions of the draft MRP. Board staff concurs with <br /> nine of the requests. The other seven comments relate to eliminating several informational <br /> requirements from the MRP and setting monitoring limits for each monitoring well based on <br /> historical concentrations. <br /> We have the following comments on the requested revisions: <br /> 1. Although Board staff has removed MW-2 from the MRP because proposed grading <br /> activities require the abandonment of this well, it may need to be replaced when feasible <br /> to do so. <br /> 2. Triple E requests to remove informational reporting requirements based on a limited <br /> number of wells. Triple E only needs to submit the requested information if it is <br /> applicable, as stated in the MRP. <br /> 3. Triple E requests that a registered professional only be required if concentrations exceed <br /> established monitoring limits. A registered professional is required to interpret the data <br /> and is required by the laws of California. <br /> 4. Triple E requests establishing monitoring limits for each well. Board staff utilizes water <br /> quality objectives (WQOs) which are established based on the Fourth Edition of the <br /> Water Quality Control Plan for the Sacramento River and San Joaquin River Basins <br /> (Basin Plan). The Basin Plan designates beneficial uses of the waters of the State and <br /> establishes WQOs to protect these uses. WQOs listed in the Basin Plan include numeric <br /> WQOs, e.g., state drinking water standards, or narrative WQOs, including the narrative <br /> toxicity objectives for surface and ground waters. <br /> 5. Triple E requests that cumulative data tables only be required for the annual report. <br /> Cumulative data tables are required with each semi-annual report to show trends in <br /> concentrations over time. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
