This report was prepared at the request of Triple E in response
to the Waste Discharge Requirements, Order No. 99-123 issued on September 17, 1999. We
submit this on behalf of Triple E in compliance with the above Order.
According to data provided to Condor, the treatment plant was operated with effluent that
exceeded the daily maximum specification for chloroform at the time of sampling for three of the
five months of operation. No build-up of chloroform in the subsurface soil was detected in soil
samples collected by Triple E and reported by A&L Western Laboratories. Quarterly chloroform
concentration results of down-gradient groundwater samples are elevated above background;
however, the well was previously impacted from recharge of treated groundwater in the aeration
pond. Based on historical information there does not appear to be any observable impact on MW-
1 from the spray field operations in 2001. Treatment of groundwater in the aeration pond was
halted in accordance with a Regional Board directive, and recovery of groundwater quality at
MW-1 is being evaluated under a separate Monitoring and Reporting Program, No. 5-01-873.
Sincerely,
i
John H.
