(Condor) submits the enclosed Fourth Quarter 2000 <br /> Groundwater Monitoring Report for the Triple E Produce Facility in Tracy, CA. This report was prepared in <br /> compliance with Order No. 96-118 of the Central Valley Regional Board. <br /> This quarterly report is the third quarterly monitoring report since the extraction and treatment of groundwater were <br /> directed to be shut down by the Regional Board staff. As a result of this, the evaporation pond has been dry since <br /> June 17, 2000. More importantly, chloroform concentrations in groundwater samples have all been below the <br /> California primary drinking water maximum contaminant level of 100 ug/L in all wells for at least a year. Also, the <br /> chloroform levels at the downstream perimeter of the plume (MW-7) continue to decrease. This perimeter well is at <br /> its lowest chloroform level (6.6 ug/L) since installation in 1992. Furthermore, the data presented in the Fourth <br /> Quarter Monitoring Report document that the substantial decrease in the chloroform plume noted in earlier quarterly <br /> monitoring reports has been maintained during the shut down period. Condor concludes that it appears that <br /> remediation is as complete as can be achieved and that the plume is naturally degrading. Additional extraction and <br /> treatment will not likely improve aquifer quality more rapidly than the natural attenuation process at work at the site. <br /> In view of this,Condor recommends that the site be closed with no further action required by the Regional Board. <br /> Condor has been directed by Triple E Produce to request on their behalf that the Regional Board grant site closure of <br /> the groundwater remediation actions at its Tracy facility, and thereby rescind Order No. 96-118. Mr. Tom Guido of <br /> Triple E would be pleased to meet with you at your earliest convenience to discuss Triple E Produce's request for site <br /> closure.
