The eligibility of other future costs will be determined P
as the case proceeds. The rationale for my decision follows.
l Background
Your claim was originally admitted into the Fund in 1993;based on a statement in your
application that all USTs at the site contained Stoddard solvent. Stoddard solvent is an eligible
petroleum product, and costs associated with corrective action to investigate and clean up
Stoddard solvent contamination are eligible for reimbursement from the Fund. In a letter dated
December 6, 1996,the San Joaquin County Environmental Health Department (SJCEHD)
directed you to begin analyzing the environmental samples collected at your site for chlorinated
solvents, because of consistent interference in the laboratory methods used to analyze for
Stoddard solvent and the historic use of other dry cleaner solvents at your site. Significant
concentrations of chlorinated solvents were subsequently identified in the groundwater.
Prior to the denial of the cost in question, the Cleanup Fund has paid 100 percent of all
reasonable and necessary corrective action costs submitted for the above claim.
Cs/ifornia Environmental Protection Affency
A
Q,t Recycled Paper . ..
